Fram field to provide five percent of nation's gas

LONDON (Reuters) - The North Sea's Fram field will be on stream within three years and will be one of the most significant UK developments of the past decade providing 5 percent of Britain's gas at peak production, operator Royal Dutch/Shell said on Monday.

Shell, which shares the field with U.S.-based Exxon Mobil, said it will be producing 35,000 barrels of oil and gas equivalent (boe) a day at its peak, about two thirds of which will be gas. That will be about 2 percent of Britain's combined oil and gas output.

Shell was announcing the go-ahead for Fram's development after it won approval from the UK Department of Energy and Climate Change. The UK Fram field is unrelated to an existing Norwegian North Sea development of the same name.

The UK North Sea is in decline as an oil and gas source but Shell has decided to install new infrastructure at Fram with a floating, production, storage and offloading (FPSO) vessel and a pipeline spur that has been designed to tie in fields that are currently stranded, said Glen Cayley, Shell's vice president, technical, Europe.

"Fram is an example of a project that will slow the decline," said Cayley, noting the project was also made viable by the use of sophisticated 3D seismic techniques that see around salt pillars into a complex structure.

Energy Minister John Hayes said the news "shows that by working with industry and by creating the right fiscal environment, our oil supplies will continue to be an asset to Britain for years to come."

Cayley said the decision to go ahead was not affected by any of the changes to the UK tax regime of recent years.

The Fram field is located 220 kilometres east of Aberdeen in Scotland and 50 kilometres west of the line separating the UK North Sea from Norway's in waters approximately 100 metres deep.

The development plan contains eight production wells, one production water re-injection (PWRI) well, two subsea drill centres and a subsea flowline bundle, all producing to an FPSO vessel. The oil will be exported via tanker, and gas will be exported via a spur to the existing Shell-Esso Fulmar Gas Line 18 kilometres away and by the Shell-Esso Gas and Liquids system.

Fram, which is unrelated to a Norwegian North Sea field of the same name, is expected to have a field life of 20-30 years, Cayley said.

Although Shell is the operator of Fram, Exxon's Esso Exploration & Production UK Ltd has the majority equity share with 68 percent against Shell's 32.

UPDATE 1-NHL-League tables 'best shot' offer to end lockout with players

TORONTO, Oct 16 (Reuters) - The National Hockey League (NHL) tabled a proposal for a labor agreement on Tuesday that included an equal split of hockey-related revenue with players in a bid to bridge the gap on core economic issues and try to end the lockout.

The players' union said it was also hopeful an agreement could be reached but needed to review the entire proposal before making any further comment.

According to the NHL, the two sides have 10 days to strike a deal that would allow a full season and a week-long training camp to go ahead.

"We very much want to preserve a full 82-game season and in that light we made a proposal," NHL Commissioner Gary Bettman told reporters after an hour-long meeting in Toronto with key negotiators from the league and union representing its players.

"It is our best shot at preserving an 82-game regular season and (Stanley Cup) playoffs."

The proposal, which is contingent on a full season starting on Nov. 2, came one month after the NHL locked out its players when the previous deal expired with both sides at odds over how to divide a $3.3 billion revenue pie.

The lockout, the NHL's fourth work stoppage in 20 years, has already cost the league about $250 million in lost revenue after it canceled the entire preseason and the Oct. 11-24 block of regular season games.

Bettman gave few specifics of the latest deal, calling it a "fair offer for a long-term deal" but said there was only a small window to get an agreement done.

If the two sides fail to reach a new collective bargaining agreement soon, the NHL was expected to cancel the next block of regular season games later this week.

The NHL Players' Association (NHLPA) said there were some explanatory documents it must wade through before deciding whether it could form the framework of a new agreement.

"What our hope is, is that after we review this that there will be a feeling on the players' side that this is a proposal from which we can negotiate and try and reach a conclusion," NHLPA Executive Director Donald Fehr told reporters.

"But we are not in a position to make any comments on it beyond that at this point."

Over 100 players, including Washington Capitals captain Alex Ovechkin and NHL most valuable player Evgeni Malkin of the Pittsburgh Penguins, have since signed deals to play in Europe while the two sides work to resolve the dispute.

Ahead of Tuesday's meeting, the NHL's latest offer was over six years and would see the players start with 49 percent of revenue and fall to 47 percent. Players received 57 percent of revenue under the old deal.

The most recent offer from the NHLPA was a five-year pact that would see the players' share in revenue drop from 54.3 percent of revenues to 52.7 percent over the course of the deal.

According to the NHL, the compressed schedule under the latest offer would result in each team playing an extra game every five weeks. It also addresses concerns players have about what happens to their salaries as a result in this year of reducing the percentage from 57 percent to 50 percent.

"Obviously, we didn't put this proposal, this offer, together overnight, and they're going to need a little time to review it," said Bettman, "I'm hoping that review will get us to a positive and constructive place." (Editing by Julian Linden)

Euro zone mulls new ways to cut Greek debt mountain

TOKYO (Reuters) - Euro zone officials are considering new ways to reduce Greece's huge debts because delays to reforms by Athens and continued recession have put the target of a debt to GDP ratio of 120 percent in 2020 out of reach, euro zone officials said.

A Greek debt sustainability analysis prepared by the International Monetary Fund, the European Central Bank and the European Commission in March forecast Greek debt would rise to 164 percent of GDP in 2013 from around 160 percent in 2012 under a baseline scenario assuming the Greek economy would stop contracting next year.

But Greece now expects its economy to shrink by 3.8 percent in 2013, its sixth consecutive year of contraction, boosting its debt ratio to 179.3 percent.

"At the moment it looks like Greece's debt level will rise to well above the target of 120 percent of GDP by 2020," ECB Executive Board member Joerg Asmussen told the Sueddeutsche Zeitung newspaper.

To bring it back towards the desired level in 2020, Greece could organize voluntary buy-backs of its bonds, he said.

The country is currently locked in talks with its lenders on a further set of cuts and reforms in order to obtain a new loan tranche. A deal should be reached by the time EU leaders meet on October 18-19, Greek Prime Minister Antonis Samaras said in an interview with the Sunday edition of daily Kathimerini.

Money for buy-backs could not come from the ECB, but it could be lent by the European Stability Mechanism, for example, one senior euro zone official, who was in Tokyo for the weekend meetings of the International Monetary Fund and World Bank, said.

Because Greek bonds trade at very deep discounts, one euro of money borrowed from the ESM, the euro zone's permanent bailout fund, could reduce Greek debt by 1.5 euros, the official said.

A second euro zone official said that while borrowing from the ESM would in itself increase Greek debt, there was another way to reduce it.

DEBT FOR EQUITY

"What could change the overall level of debt is that, at some later stage, when banks can be directly recapitalized by the ESM, we could convert some of the euro zone loans for bank recapitalization into equity and this could help the debt ratio, but this is not going to happen before the end of next year," the second official said.

The euro zone's temporary bailout fund, the European Financial Stability Facility, has already lent Greece 25 billion euros to recapitalize banks, and 23 billion more is awaiting disbursement.

The 48 billion euros would be a sizeable chunk of Greece's total debt, currently estimated at around 330 billion euros.

Greek government spokesman Simos Kedikoglou said several options were on the table. "The ECB, which holds Greek government bonds, could satisfy itself with lower interest rates on those bonds," he told the Sunday edition of the Greek Realnews newspaper.

"Or, it could agree to roll them over when these bonds mature. Also, the recapitalization of Greek banks could take place directly through the ESM as is currently being considered for Spain."

Another ECB Executive Board member, Benoit Coeure, said the central bank would not consider rescheduling the Greek debt portfolio it held -- a suggestion repeatedly made by Athens.

The second euro zone official said Athens could use proceeds from the privatization of state-owned assets to retire debt.

"The privatization process is finally kicking in, the structure is ready," the official said. "You could expect a few billion euros from privatization to buy back debt. This could happen relatively quickly."

The debt sustainability analysis from March estimated Greek privatization revenues by 2020 at 45 billion euros, with 12 billion coming in 2012-2014.

The IMF is pushing for euro zone governments to restructure the debt that Athens owes to them -- almost 53 billion euros lent under Greece's first bailout program and 14.4 billion already disbursed under a second bailout.

The euro zone could also further lower interest on the loans for the first program, which now stands at 150 basis points, or lengthen the loan maturities or increase the moratorium time when interest does not have to be serviced.

But officials said there was little appetite among euro zone countries for a restructuring of official sector loans to Greece.

A senior Greek government official said the euro zone might deem Greece's debt sustainable even if it is seen exceeding the 120-percent-of GDP target in 2020.

"The important thing is for the debt to be on a downward trajectory," the finance ministry official told reporters in Athens on condition of anonymity. "The 120-percent number is not cast in stone, there's nothing magical about it -- it won't be the end of the world if in the end, the number is 116, 118 or 125 percent".

To help Greece return to growth, the euro zone and the IMF are discussing giving Athens an extra two years to reach a primary surplus of 4.5 percent of GDP, pushing back the date to 2016.

Greece has said two extra years would cost 13 billion to 15 billion euros and officials said the euro zone realizes it will need to come up with the money.

But no decision on the financing has been reached yet.

??????????? It?s been said that if one understands anatomy, determining WHERE the problem is located becomes easy. So, let?s take a look at the anatomy in the upper most part of the neck. In the study previously mentioned (http://www.ncbi.nlm.nih.gov/pubmed/21278628), the authors found an intimate relationship between the muscles that connect the upper 2 cervical vertebra (C1 and 2) together and their anatomical connection to the dura mater (the covering of the spinal cord). They identified this anatomical connection between the muscles that span between the back aspect of C1/2 and the dural connection as having a significant role in the development of headaches usually referred to as cervicogenic headaches.

??????????? There are several reasons why chiropractors adjust or manipulate the upper cervical vertebrae in patients with headaches. The obvious reason is simply because it helps to reduce the intensity, frequency and duration of headaches. The reason it works is this: If one or both of the upper 2 vertebrae (C1 and C2, also referred to as the atlas and axis, respectively) are either blocked or fixed and cannot properly move independently, then there is an abnormal change in the biomechanics in that region. Similarly, if one of the two vertebrae is rotated or shifted in reference to the other, a similar biomechanical ?lesion? or problem occurs (often referred to as a ?subluxation?). You can take all the ibuprofen, Aleve, Tylenol or other perhaps stronger, prescription medication for the headache, but it is not logical that the biomechanical problem at C1 and/or C2 is going to change by inducing a chemical change (i.e., taking a pill). All you?re doing is masking the symptoms for a while, at best.

??????????? Many people find that after a several chiropractic adjustments, their headaches are significantly improved. This is because restoring proper biomechanics to the C1/2 region reduces the abnormal forces on the vertebrae as well as any abnormal pull or traction of the posterior cervical muscles on the dural attachment. It has been reported that the function of this muscle/dura connection is to resist excessive movement of the dura towards the spinal cord when we look upwards and forwards. During neurosurgery, observation of mechanical stress on the dura was found to be associated in patients with headaches. In chronic headache sufferers, adjustments applied to this area results in significant improvement. There is no other treatment approach that matches the ability that adjustments or manipulation have in restoring the C1/2 biomechanical relationship thus, helping the headache sufferer. Another treatment option that has been shown to benefit the headache patient is injections to this same area. However, given the side effects of cortisone, botox, and other injectable chemicals, it?s clear that chiropractic should be utilized first. It?s the safest, most effective, and fastest way to restore function in the C1/2 area, thus relieving headaches.

(AP) ? It's a surreal sight residents won't soon forget: A hulking space shuttle strutting down city streets, pausing every so often to get its bearings as it creeps toward retirement.

The Endeavour's terrestrial journey continued through Inglewood, Calif., Saturday after it left Los Angeles International Airport the day before, rolling on a 160-wheeled carrier past diamond-shaped "Shuttle Xing" signs.

Hundreds of camera-toting spectators gaped as the 170,000-pound Endeavour inched by with its tail towering over streetlights and its wings spanning the roadway.

It keeps trundling along on its 12-mile journey at a top speed of 2 mph to its final destination ? the California Science Center where it will be the centerpiece of a new exhibit.

The baby of the shuttle fleet, Endeavour replaced Challenger, which exploded during liftoff in 1986, killing seven astronauts. Endeavour thundered off the launch pad 25 times, orbited Earth nearly 4,700 times and racked up 123 million miles.

Religion and politics, now - Harvard News Office - Harvard University

More than half a century after John F. Kennedy dismissed the role that his Catholic faith would play when he was elected president, today?s candidates for the nation?s highest executive office still have to navigate the electoral implications of religion.

In a talk sponsored by Harvard Divinity School (HDS), four religious scholars took up the question of ?Religion and the Election: Does it Matter??

The panelists suggested that while the faith of any individual candidate seems less important now to the electorate, Americans remain attracted to candidates whose values mesh with their own views, which are largely informed by specific religious traditions. Religion can help to shed light on important election issues, the panelists agreed, but a couple of them worried that religion can also be a means of defining voters too narrowly.

Religion and election issues
For panelist J. Bryan Hehir, politics and religion ?certainly should be? connected in domestic policy, foreign policy, and health care. Those issues are part of the secular debate, he said, but should also be discussed in ?religious moral terms.?

Concern for the poor, a tenet of the Catholic Church that focuses on the welfare of society?s powerless, is useful when thinking about debt reduction and fiscal policy, said Hehir. The same principle is helpful in foreign policy and in nonproliferation, an issue ?inherently discriminatory? when viewed through an ethical lens. ?We?ve got to deal with the question, in the wider perspective of the world,? said Hehir, the Parker Gilbert Montgomery Professor of the Practice of Religion and Public Life at Harvard Kennedy School, ?of how to reduce the privileges that come with nuclear weapons.?

Religion can also offer a multidimensional perspective on health care, he said, including the ?social justice? question of medical coverage in the United States.

A Jewish perspective
The nation?s Jewish population is also a cultural community drawn together around common concerns, said Boston College Theology Professor Ruth Langer. Unsurprisingly, its top concern is Israel. According to Langer, Jewish voters in the United States want a candidate who will support that nation and a viable peace process. They also want someone well-versed in the nuances of international affairs.

Over the past four years, many in the Jewish community have developed ?deep concerns? about President Barack Obama?s level of understanding of the political and emotional complexities of the region, said Langer.

Mormon diversity
Mitt Romney?s candidacy and a hit Broadway musical have brought Mormonism into the spotlight, both in the election and in popular culture. Such exposure has shown a diversity among Mormons, one that could have political implications, said Max Perry Mueller, a Ph.D. candidate at HDS and associate editor of the online news journal Religion & Politics.

While a recent Pew Research Center poll said that 74 percent of Mormons are leaning toward voting Republican, Mueller painted a more diverse political and ideological picture of the members of the Mormon Church, one that includes subsets like Mormons for Obama.

Defining evangelicals
According to another scholar, evangelicals are also diverse. Jonathan Walton, Plummer Professor of Christian Morals, Pusey Minister in the Memorial Church, and professor of religion and society at HDS, deconstructed the popular belief that evangelicals are largely white, conservative, and middle class.

Instead, the term, argued Walton, includes those to the far right concerned with Christian Reconstructionism, progressives on the left whose evangelical tradition is tied closely to social justice, and many people in between who defy easy classification.

?In 2006, 38 percent of Americans self-identified as evangelicals, yet when measured against the nine-point criteria derived from the belief statement of the National Association of Evangelicals, only 8 percent would qualify as evangelicals.?

Those evangelicals, said Walton, are ?less likely to be married, they have lower household incomes, they are less Southern, they are less conservative, they are less Republican, and they are less white.

?When one considers all of these factors,? he said, ?does the evangelical vote really matter at all? Or is it just something created by the infotainment news cycle to be a nice story about the ways evangelicals impact national elections as long as we define them in a particular sort of way??

The Communications Network ? A Master at Work

Hearing a master storyteller talk about how to tell a story is inspiring and intimidating. It is a bit like watching Julia Child whip up a TV meal. It is tempting to mutter, ?Easy for you to say,? which is masking a sinking, ?I am not worthy? feeling.

In his opening remarks here at the annual Communications Network Conference, Sherman Alexie was clearly a master at work. He exemplified the adage from writing 101??show, don?t tell.? ?And then he told us what he was doing, while he was doing it. He talked about using your emotions to tell a story?all of them. ?Narrow the gap between your public and private lives,? he advised us.?And then he reminded us of the range of his own emotions in his speech. He was funny. He was vulnerable. And, by the end, he was pissed. All good. All powerful. All human.

I am a strategic communications consultant. My firm, Resource Media, works largely with NGOs and foundations in the environment and public health arena. We counsel our clients that stories, not facts, are the way to reach your audience. Facts might lodge in the brain, whereas stories definitely lodge in the heart, where decisions are really made.

Sherman Alexie?s presentation made me think?from my heart. By the time he owned his rage, about the yawning income and opportunity gap in America, I was transfixed, emotional and ready to go re-occupy Wall Street.

How would I feel if Alexie had led with his rage?

Our first reaction to anger can be to tune out?if we don?t know the people who are angry. Family arguments conducted in public, irate customers chewing out a hapless food server or retail clerk, a complete stranger getting in our face?they all make us feel uncomfortable.

By the time Sherman Alexie got angry, though, we knew him. He had a family, struggled at times with his son?s behavior. He was self-conscious about his appearance. He had a ratty old car and personality quirks that he himself labeled obsessive.

In our work, so many of us our charged with helping people communicate about topics worthy of outrage. Poverty. Inequality. Environmental degradation. The question resonating with me right now is?How do we use communications strategy and stories to establish the common ground, the sense of shared experience, that give us the standing to deliver our punch line? It took Alexie most of his talk. And he is a master.

State entrusts protection of govt land to new body - Real Estate India

HYDERABAD: The state government on Thursday entrusted the responsibility of protecting government land, especially the tank bed land in the state, to the newly constituted Andhra Pradesh Land Management Authority (APLMA). The state also laid stress on the protection of lakes in GHMC areas. More than fifty lakes in these areas have either been encroached or regularised to realtors after encroachment.

To ensure land allotments are transparent, the government has also decided to make the details of land assignments, including the extent of land and rate of compensation available to the public.

After the recent court cases and CBI probe into land allotments to private parties during the YSR regime, the state government recently constituted an authority replacing the toothless committee. The authority is headed by the chief commissioner of land administration (CCLA) and has principal secretaries of various departments that deal with land as its members. In the land allotment policy announced last month, the government already fixed the land need for various purposes like educational institutions, power plants, hospitals and SEZs, among others. Now for every allotment, a clearance from the Environmental Protection Target Responsibility System (EPTRS) is mandatory.

On Thursday, a GO fixing the responsibilities and powers of the APLMA was issued. As per the GO, there is a ban on change of classification of tank bed land and also on its allotment. The APLMA will protect government land either by fencing or by erecting a compound wall to ensure legal protection of all areas under litigation. It will also take the necessary steps to strengthen the existing land protection cells in the state. The APLMA will establish an online ?Land Bank? where comprehensive information on government land and land allotted to public and private organisations will be posted along with accurate survey maps.

2 U.S. scientists win Nobel chemistry prize

STOCKHOLM (AP) ? Americans Robert Lefkowitz and Brian Kobilka won the 2012 Nobel Prize in chemistry Wednesday for studies of protein receptors that let body cells sense and respond to outside signals. Such studies are key for developing better drugs.

The Royal Swedish Academy of Sciences said the two researchers had made groundbreaking discoveries, mainly in the 1980s, on an important family of receptors, known as G-protein-coupled receptors.

About half of all medications act on these receptors, so learning about them will help scientists to come up with better drugs.

The human body has about 1,000 kinds of such receptors, structures on the surface of cells, which let the body respond to a wide variety of chemical signals, like adrenaline. Some receptors are in the nose, tongue and eyes, and let us sense smells, tastes and light.

Lefkowitz, 69, is an investigator at the Howard Hughes Medical Institute and professor at Duke University Medical Center in Durham, North Carolina.

Kobilka, 57, is a professor at Stanford University School of Medicine in California.

Lefkowitz said he was fast asleep when the Nobel committee called, but he didn't hear it because he was wearing ear plugs. So his wife picked up the phone.

"She said, 'There's a call here for you from Stockholm,'" Lefkowitz told The Associated Press. "I knew they ain't calling to find out what the weather is like in Durham today."

He said he didn't have an "inkling" that he was being considered for the Nobel Prize.

"Initially, I expected I'd have this huge burst of excitement. But I didn't. I was comfortably numb," Lefkowitz said.

Kobilka said he found out around 2:30 a.m., after the Nobel committee called his home twice. He said he didn't get to the phone the first time, but that when he picked up the second time, he spoke to five members of the committee.

"They passed the phone around and congratulated me," Kobilka told AP. I guess they do that so you actually believe them. When one person calls you, it can be a joke, but when five people with convincing Swedish accents call you, then it isn't a joke."

He said he would put his half of the 8 million kronor ($1.2 million) award toward retirement or "pass it on to my kids."

The academy said it was long a mystery how cells interact with their environment and adapt to new situations, such as when adrenaline acts on cells to increase blood pressure and make the heart beat faster.

Scientists suspected that cell surfaces had some type of receptor for hormones.

Using radioactivity, Lefkowitz managed to unveil receptors including the receptor for adrenaline, and started to understand how it works.

Kobilka's work in the 1980s helped researchers realize that there is a whole family of receptors that look alike ? a family that is now called G-protein-coupled receptors.

In 2011, Kobilka achieved another breakthrough when his team captured an image of the receptor for adrenaline at the moment when it is activated by a hormone and sends a signal into the cell. The academy called the image "a molecular masterpiece."

The award is "fantastic recognition for helping us further understand the intricate details of biochemical systems in our bodies," said Bassam Z. Shakhashiri, president of the American Chemical Society.

"They both have made great contributions to our understanding of health and disease," Shakhashiri said. "This is going to help us a great deal to develop new pharmaceuticals, new medicines for combating disease."

Mark Downs, chief executive of Britain's Society of Biology, said the critical role receptors play is now taking for granted.

"This groundbreaking work spanning genetics and biochemistry has laid the basis for much of our understanding of modern pharmacology as well as how cells in different parts of living organisms can react differently to external stimulation, such as light and smell, or the internal systems which control our bodies such as hormones," Downs said in a statement.

The U.S. has dominated the Nobel chemistry prize in recent years, with American scientists being included among the winners of 17 of the past 20 awards.

This year's Nobel announcements started Monday with the medicine prize going to stem cell pioneers John Gurdon of Britain and Japan's Shinya Yamanaka. Frenchman Serge Haroche and American David Wineland won the physics prize Tuesday for work on quantum particles.

The Nobel Prizes were established in the will of 19th century Swedish industrialist Alfred Nobel, the inventor of dynamite. The awards are always handed out on Dec. 10, the anniversary of Nobel's death in 1896.

Indian Railways launches RailRadar, lets you track trains via Google Maps

Indian Railways has just made it a little easier for rail travelers with a new web app called RailRadar, which uses Google Maps to track trains on a real-time basis. This is certainly welcome on one of the largest rail networks in the world -- it operates more than 10,000 trains everyday -- though the service is only available on 6,500 trains for now. To find out where your train is, simply search for its name or number and RailRadar will spot it for you. You can also find trains by entering the name of the station. Blue highlights indicate trains that are on time while red means it's behind schedule. If you click on a train, it'll show its entire route from start to finish. The logical next step would be for this to be on smartphones like how it is in Japan, though we're not sure if that's in the cards just yet.

Robert Griffin III returns to Redskins' practice

ASHBURN, Va. (AP) ? There was a major sigh of relief at Redskins Park Wednesday when Washington rookie quarterback Robert Griffin III practiced and showed no effects from a mild concussion.

Barring any unexpected setbacks between now and Sunday, Griffin will start against the visiting Minnesota Vikings.

"It's a serious issue, but I felt fine when I left the locker room" after being injured in Sunday's game against Atlanta, Griffin said. "I went home, watched some TV and kinda just relaxed. I haven't had any symptoms at all. Practice went good. I felt sharp. I felt good. No symptoms of a concussion: no dizziness or (feeling) off-balance. I feel right today. We'll see what happens come Sunday."

Against the Falcons, Griffin was hit by Atlanta linebacker Sean Witherspoon while scrambling on third-and-goal in a 7-7 game, which the Redskins' lost 24-17.

Griffin, who did some cardio work and some throwing on Tuesday and will get evaluated every day before he's cleared for full contact, joked that his only symptom is "irritability" from continually being asked the same questions by the Redskins' medical staff to see how he's doing.

While Griffin, the No. 2 overall pick in April's draft, has been doing well since last Sunday, coach Mike Shanahan limited his participation in Wednesday's practice ? even though quarterbacks wear gold jerseys in practice in order to prevent them from sustaining contact.

"So far so good," Shanahan said. "He had a good practice today. I thought he performed well. Each day we'll monitor him and if he feels good, we're gonna go with him."

Minnesota coach Leslie Frazier is preparing his team to face Griffin, but Shanahan said that despite the Heisman Trophy winner's good condition Wednesday, he has to prepare for the eventuality that backup Kirk Cousins might make his first start against the Vikings.

Cousins, who relieved Griffin against Atlanta and threw a touchdown and two interceptions in his pro debut, took more of the practice snaps than the fourth-round pick did last week when he only threw passes as the scout team quarterback preparing Washington's defense to face the Falcons.

"You gotta look at both ends of it," Shanahan said. "Something could happen tomorrow or the next day and you gotta be able to go; just like you do in a game when somebody takes all the repetitions during the week and you lose (him) on the first play, the person behind him has to be ready to go."

Griffin, the NFC's third-leading passer and its leading rusher among quarterbacks, said that he saw Weatherspoon coming as he ran towards the Atlanta sideline but didn't react quickly enough to protect himself.

"If I had slid a half-second later, I'd been safe, but I tried to get down too late and he had already launched," Griffin said. "At that point, it was just a matter of absorbing the hit and I absorbed it the wrong way. I can't do that to my team, to the fans or to my family because a life is more important that the game of football.

"These things that happen to us (affect) us down the road and I gotta make sure I Iimit that. I gotta make sure I keep myself safe while still being the same player I am."

Veteran receiver Santana Moss believes that Griffin has learned his lesson.

"Once you take one of those hits or two, it's evident," Moss said. "If it ain't a play designed for you to run, save your body. I think he knows that. We all know that if you have nowhere to go, get out of bounds."

The 22-year-old Griffin said that his teammates have assured him that he's already proven his toughness by getting up from punishing hits dished out by St. Louis and Cincinnati defenders.

"I promised I'd get up from hits like that and I did get up," said Griffin, who scored a touchdown after suffering a concussion last season at Baylor before being pulled from the game for good. "I don't have anything to prove. If you have to live to play another down, then you'll live to play another down."

When fall arrives I think of family.?This time of year has so many great memories ? from pumpkin carving, Husker game watching, caramel apple making to costume building ? for me and I always look forward to creating new ones with my husband and our three kids (photographed above).

But what if you are a kid without a family?

What if ? instead of being excited and secure in your anticipation of fall traditions ? you are hoping for a parent, a sibling, or a family?

Right now, more than 1,000 Nebraska children in the foster care system have those concerns. They are waiting for that family and those traditions.

The Omaha Great Pumpkin Tree family festival shines awareness on those children. On Oct. 27, people will gather at Village Pointe Shopping Center for a family festival with activities such as pumpkin carving. At 7 p.m., all of those carved pumpkins will be on display at a tree lighting ceremony that?ll represent the 1,033 Nebraska children waiting for a family.

When I tell folks that my husband and I are taking classes to become eligible to adopt from foster care, the reactions are varied. Some people are very excited, some are vaguely congratulatory, and some are just plain skeptical. Why wouldn?t they be skeptical? Nebraska has one of the largest percentages in the nation of children entering foster care each year. I would bet that we have a very small percentage of people who have real knowledge of the children or the process. I certainly didn?t.

In our journey, we were glad to learn that we would be partnering with knowledgeable people to become experts on how to integrate a child experiencing grief and loss into our family. We are working with our caseworker as a team to discover what type of child would be a great match for our family based on our strengths and the child?s needs. The goal is always to do what is in the best interest of the child.

Adoption is a fantastic way to make a difference and is probably one of the best gifts you could ever give a child or yourself ? but it?s not the only way.

Fostering children, providing a break for full-time foster parents by becoming a respite foster parent, educating yourself and sharing with others are all paths that lead to impacting the lives of Nebraska?s children in foster care. And just in case you think you need to be the perfect parents to help foster children, let me assure you, none of us are perfect, and that is perfectly okay.

Think about the children in your life. They are funny, messy, goofy, smart, frustrating, loud, shy, surprising, exasperating, adorable, loving and beautiful. They are unique. The children in foster care are just as amazingly diverse. And they need us.

Investigators: Armstrong was doping ringleader

NEW YORK (Reuters) - If the United States Anti-Doping Agency is right, then Lance Armstrong cheated his way to the top of the cycling world through an elaborate doping scheme never seen before in the sport.

Hotel rooms were transformed into blood banks as riders were given late-night transfusions, doctors were paid off and competitors were warned about tests in advance, said the anti-doping agency, or USADA.

More than six weeks after it banned Armstrong for life and stripped him of his seven Tour de France titles, USADA revealed on Wednesday the findings of its investigation into Armstrong and his U.S. Postal Service Pro Cycling Team.

Armstrong's lawyer called the investigation a "hatchet job" and "witch hunt." The champion cyclist has denied cheating and has never failed a doping test. But he did not fight the charges.

There were few new revelations in the 1,000-page report, but the weight of testimony was greater than any of the previous investigations into his conduct. (Report: http://www.usantidoping.org/)

His accusers said Armstrong - one of the world's most famous athletes who also is well known for his cancer-fighting charity work - was not only a willing participant, but the ringleaders, ordering teammates to cheat.

In addition to financial payments, emails and laboratory test results that the agency says proves the use of performance enhancing drugs by Armstrong and the USPS Team, 26 people gave sworn testimony, including 11 former teammates.

Of the 11, the most surprising was George Hincapie, who rode alongside Armstrong when he won each of his Tour de France titles and was one of his most loyal and trusted friends.

"I would have been much more comfortable talking only about myself, but understood that I was obligated to tell the truth about everything I knew. So that is what I did," he said in a statement.

'UNDENIABLE PROOF'

USADA's dossier was the most comprehensive report detailing his alleged transgressions and the agency said it had provided undeniable proof Armstrong was the center of a sophisticated doping program.

"His goal led him to depend on EPO, testosterone and blood transfusions but also, more ruthlessly, to expect and to require that his teammates would likewise use drugs to support his goals if not their own," the report said. "The evidence is overwhelming that Lance Armstrong did not just use performance enhancing drugs, he supplied them to his teammates."

As expected, Armstrong's lawyers responded quickly and angrily, condemning the investigation as an inquisition based on unreliable accusations and sloppy procedures.

"USADA has continued its government-funded witch hunt of only Mr. Armstrong, a retired cyclist, in violation of its own rules and due process, in spite of USADA's lack of jurisdiction, in blatant violation of the statute of limitations," said Sean Breen, one of Armstrong's lawyers.

The International Cycling Union, or UCI, which has been highly critical of USADA's handling of the investigation, said it was considering what to do next as the fallout from the report began to unfold.

TEAMMATES CONFESS TO CHEATING

Five of Armstrong's former teammates, who were among the riders who testified against him, released separate statements admitting they had used performance drugs. Most of the others had already confessed to cheating.

The report included testimony that Armstrong and his team used a range of performance-enhancing drugs including erythropoietin (EPO), blood transfusions, testosterone, corticosteroids, human growth hormone and masking agents.

The report covered Armstrong's professional career, including the seven years in a row when he won the Tour de France from 1999 to 2005, and provided graphic revelations about the methods it said he used to dope and avoid detection.

Floyd Landis, who was stripped of his 2006 Tour de France title for a positive doping test, and Tyler Hamilton, who was stripped of his 2004 Olympic gold medal after confessing to drug use, both previously pointed the finger at Armstrong.

On Wednesday, Christian van de Velde, Tom Danielson, David Zabreskie and Hincapie, who were identified among former Armstrong teammates who testified against him, also came clean and admitted cheating.

Armstrong was accused of trafficking and encouraging other cyclists to use drugs, as well as conspiring with team manager Johan Bruyneel, doctor Pedro Celaya, doctor Luis del Moral, doctor Michele Ferrari and trainer Jose Pepe Marti.

Ferrari and Del Moral were also given lifetime bans for their role in the alleged doping scheme while Bruyneel, Celaya and Marti are contesting the charges.

"From day one, we always hoped this investigation would bring to a close this troubling chapter in cycling's history and we hope the sport will use this tragedy to prevent it from ever happening again," USADA said.

Although he has never failed a doping test, Armstrong has long been dogged by accusations he climbed to the top by using banned drugs.

The Texan has always denied any wrongdoing but was banned for life last month when he decided not to defend himself against USADA's doping charges.

He insisted his decision was not an admission of guilt and challenged USADA to prove its case. On Wednesday, the doping agency showed its hand by releasing a 200-page summary of the dossier it had sent to UCI, the World Anti-Doping Agency, or WADA, and the World Triathlon Corporation, or WTC.

"The evidence shows beyond any doubt that the US Postal Service Pro Cycling Team ran the most sophisticated, professionalized and successful doping program that sport has ever seen," USADA Chief Executive Travis Tygart said.

"The ... doping conspiracy was professionally designed to groom and pressure athletes to use dangerous drugs, to evade detection, to ensure its secrecy and ultimately gain an unfair competitive advantage through superior doping practices."

The UCI, which has the right to appeal USADA's rulings, said it was considering its position.

"The UCI will examine all information received in order to consider issues of appeal and recognition, jurisdiction and statute of limitation, within the term of appeal of 21 days, as required by the World Anti-Doping Code," the world governing body for cycling said.

IMF chief urges action in tackling euro crisis

TOKYO (AP) ? The head of the International Monetary Fund on Thursday called for urgent action to tackle Europe's debt problems and an approaching fiscal crisis in the U.S., warning that the struggling world economy is already falling short of even pessimistic expectations.

IMF chief Christine Lagarde, speaking to reporters as the IMF and World Bank began their annual meetings in Tokyo, praised recent steps taken by the European Central Bank and European governments, but said "more needs to happen, and faster."

Later in the day, finance ministers and central bankers from the Group of Seven richest nations will hold an informal gathering where they will likely discuss steps to address Europe's debt crisis, weaker growth in Asia and an impending budget impasse in the U.S.

The IMF has scaled back its global growth forecast for 2012 to 3.3 percent from 3.5 percent, and has warned that even its dimmer outlook might prove too optimistic if Europe and the United States fail to resolve their crises.

"We are not expecting a very, very strong recovery. The recovery continues, but it continues more slowly than we had expected earlier this year," said Lagarde. The slowdown is "having a ripple effect on emerging markets, and in particular in Asia."

Lagarde also said two senior Chinese finance officials who cancelled their trip to Tokyo amid a territorial dispute with host Japan will "lose out" by not attending. "Our concern is that they will be missing a great meeting," she said. "We have a lot of substantive issues to discuss."

Diplomatic tensions have flared between the two Asian giants over a cluster of tiny islands in the East China Sea controlled by Japan but also claimed by China. In an apparent sign of Beijing's anger over the issue, People's Bank of China Gov. Zhou Xiaochuan, who was scheduled to give the event's closing speech on Sunday, will not be attending. His deputy will represent him in the meeting and deliver the speech.

Lagarde stressed that economies in Asia are critical to global growth, and hoped that disputes between countries in the region can be resolved for the good of economic cooperation in Asia and the rest of the world.

"We hope that differences, however longstanding, can be resolved harmoniously and expeditiously so that from an economic point of view cooperation can continue ... since we are all very closely interconnected," she said.

Japanese auto sales in China plunged last month, and tens of thousands of Chinese tourists have cancelled trips to Japan, which is depending on China as a source of growth amid the global slowdown. The dispute is also an economic negative for China. Before tensions escalated, China's economy was already slowing and grew at its slowest rate in three years in the second quarter.

Lagarde praised the recent steps to shore up Europe's financial system, which has been burdened by high government debt and weak banks in countries such as Greece and Spain, but stressed that more needs to be done.

The ECB has decided to buy unlimited amounts of government bonds to help lower borrowing costs but countries that want to benefit from that measure need to apply to other euro nations for a bailout first.

European governments have also taken steps to reduce budget deficits. A proposal to design a European banking supervision system, however, has run into obstacles, with Germany wanting more time to finalize details before making the ECB the supervisor of banks.

Greece, Ireland and Portugal have already received bailouts from the IMF, European Central Bank and European Union. Spain has worried investors by declining so far to ask for financial aid from the 17 country grouping that uses the euro currency.

"Action has already occurred," Lagarde said. "But more needs to happen and faster.

She also said the U.S. faces major risks in the so-called "fiscal cliff" in 2013, when tax increases and deep spending cuts will take effect unless Congress breaks a budget impasse.

The IMF has urged the U.S. to raise the ceiling on the level of debt the government can issue, which is capped by law. In August 2011, a battle between the Obama administration and Congress over raising the limit wasn't resolved until the U.S. almost defaulted on its debt.

"Here, too, decisive action is expected," she said.

World Bank President Jim Yong Kim, meanwhile, told reporters that while the annual meeting's main preoccupation is staving off recession among the world's most advanced economies, it also needs to lay the foundation for helping developing nations escape poverty.

China and other emerging economies may not need the bank's financing but they still can benefit from its expertise, Kim said.

Kim has announced his mission is to "bend the arc of history" in ending poverty. That requires effective ways to combat and mitigate climate change, help keep food prices under control and take risks of natural disasters into account in national planning, he says.

"Everyone is vulnerable during times of uncertainty, but especially the poor," he said.

The volatile situation in countries engulfed in the "Arab Spring" protests demonstrates vividly the need for growth that generates jobs, especially for the young and for women. That is all the more crucial in "fragile" states affected by conflict, where disaffected or idle young workers may just pick up arms if they have no better options, Kim said.

"If you have economic growth that is not inclusive you are building instability into your system," he said.
